Abstract

The purpose of this study was to identify the level of diligence and commitment of provincial managers of Farhangian University to implement the provisions of the Charter of Managers and its impact on organizational voice and commitment of staff, students and faculty members. The research is applied in terms of purpose and correlation method. The population of the study consisted of provincial administrators, faculty members, provincial staff and students. 229 faculty members, 284 staff and 304 students were selected as a sample by stratified random sampling. All provincial managers were selected as a sample due to the small size of the population. A researcher-made questionnaire was used to collect the data of the covenant using the provisions of the covenant and with the approval of experts. Also, the standard questionnaire was used to measure organizational commitment and organizational voice. The validity of the questionnaires was confirmed by CVR calculation, construct validity and content validity, and the reliability of the questionnaires was confirmed by Cronbach's alpha. Findings showed that there is a difference between the opinions of students, staff, faculty members and provincial administrators regarding the adherence of administrators to the provisions of the covenant. Also, Pearson correlation coefficient showed that there is a significant relationship between managers' adherence to the provisions of the covenant and organizational voice and commitment of students, staff and faculty members. In addition, the results and findings of structural equation modeling show that adherence to the provisions of the covenant by managers has a positive and significant effect on the organizational voice and commitment of students, staff and faculty members.
