Abstract

The purpose of this study is to Provide a model for improving the productivity of managers based on open engineering and higher education planning. The research method is applied in terms of purpose and descriptive-analytical in terms of data collection. Also, the present study was conducted by mixed method. The statistical population of this study includes administrators, professors and academic experts in the field of educational management of Iod, in which 18 people participated in the study by snowball method and with the criterion of theoretical data saturation. Experts were higher education administrators with more than 15 years of experience and a master's degree or higher. In-depth interviews were used to identify the factors affecting the productivity development of educational managers due to information saturation. Then, in several fuzzy Delphi stages, the identified factors were confirmed, and the final factors were identified. Factors identified through Micmac software formed the qualitative model of the research. Structural-interpretive method (ISM) was used to confirm the qualitative model using a questionnaire. As a result, process reengineering, higher education planning, job and skills needs assessment, educational planning, environmental factors, strategic thinking development, communication skills development, organizational culture promotion and continuous evaluation are the main indicators of reengineering-based managers' productivity model. Higher education arrangements were identified.
