Investigating the Impact of Strategic Thinking on Decision Making in Public Organizations Effectiveness with the Moderating Role of High Performance Systems (The Case of Administrative and Employment Organization)

Abstract

The aim of this study was to investigate the effect of strategic thinking on the effectiveness of decision making in public organizations by considering the moderating role of high performance work systems. This research is descriptive-survey in terms of applied purpose and in terms of data collection method. The statistical population of this study includes 200 experts and managers of the administrative and Recruitment organization, who were selected by relative random sampling method. The data collection method in this study is three standard questionnaires of Liedtka (1998) for strategic thinking variable, Sun et al. (2007) for high performance systems variable and Dean and Scharfman (1996) decision effectiveness questionnaire, which are reliable These questionnaires were approved using Cronbach's alpha coefficient of 0.845, 0.882 and 0.891, respectively. Structural equation modeling by LISREL software was used to analyze the collected data. The results showed that strategic thinking has a significant effect on the effectiveness of decisions (β = 0.54). Also, the moderating role of high performance work systems in this regard was confirmed. According to the findings of this study, when the strategic thinking skills are current in the organization, the effectiveness of the decisions made is enhanced, also with high-performance work systems, this effect will be strengthened. Therefore, in order to increase the effectiveness of decisions, government organizations, beside reinforcement of strategic thinking skills, should pay more attention to the establishment of high-performance work systems in the organization.
