This study examines the challenges in e-learning during the outbreak of COVID-19. Based on the subject and objectives of the study, this research is applied in terms of purpose and descriptive-survey in terms of causal nature. The statistical population of the study is all primary school teachers in Bojnourd in the academic year 1399-1400 that was 2384 people using Morgan table, 330 people were selected through random sampling. The tool used to collect information was a researcher-made questionnaire. The content validity of the questionnaire was approved by several professors in this field. The reliability of the questionnaires using Cronbach's alpha for the whole questionnaire was(0.862). For statistical analysis of data, mean test using SPSS.23 and structural analysis was used to check the validity of the measurement model with PLS software. After extracting and categorizing themes, challenges and disadvantages of e-learning and teaching from the perspective of teachers in ten categories of manpower, e-content, e-literacy (computer), information exchange, research skills, cultural exchange, internet, content Educational, teaching method, and family were classified. Due to the problems and disadvantages of e-learning and learning, designing a coherent and effective infrastructure to provide virtual education is necessary.
