Developing and validation of the indigenous model for high school teacher’s professional standards: A qualitative study with using the Delphi technique

Abstract

This study aims to design an indigenous model of professional standards that measure instructional and professional performance of high school teachers, particularly in the teaching - learning environments. The research population consisted of a group of teachers, faculties and education specialists from Iran’s East Azarbaijan province department of education and universities department of educational Sciences, with sample of 32 "Delphi panel" to make the Delphi study. The methodology is qualitative research using the Delphi technique. The Delphi instrument regulated by the researcher includes 118 measures in 12 key components of professional standards that will extracted by environmental monitoring and scanning the national and international network of resource And sent to members electronically in two Continuous Delphi Rounds and the consensus feedback reflected among them. Analysis of Delphi responses to reaching rough consensus is done through descriptive statistics methods. The results from this study showed that experts panel have achieved relative consensus over 10 standards domain with the 44 sub-components for high school teachers that is validated and presented in a conceptual - empirical professional standards model for local high school teachers.
